They're only supplied with electric types and might not have pre-requisites to use Surf or Cut and escape the area around his gym.

What're the most severe physical disabilities that've been depicted in Pokemon games anyway?
For all the crazy demons running around between towns you'd think more would have gone wrong.
There's some deaths, Pokemon Tower, a few human ghosts in some of the haunted areas, gen 9 has the professors being killed by boxart legendaries and replaced with androids in the new one, Gary's Raticate, I think X and Y had something like some ancient guy trying to re-friend his Pokemon so he could die and also something about Lysandre being destroyed by his own machine.

I'm struggling to recall seeing any wheelchairs or crutches though. There were shadow Pokemon attacking people but they only show the player character being knocked back by a Makuhita.

I mean, look how popular pet videos are.
Now add the entire animal kingdom that you can have as not only socially-acceptable pets, but tame pets (mythical included, dangerous in our world as well) who listen and work with you--sharks, alligators, gorillas, harpy eagles, cassowaries, dragons, unicorns, ghosts, anacondas--who bond and are capable of fully listening to you.

All the utility for civilization, and you think that'd be boring? To walk through a park and see a crocodile giving its handler a ride across the lake, or riding a ghost dragon through the sky, have it stand outside while its handler goes in the store to order something from Arby's... Hell yeah the world better revolve around Pokemon. The sheer diversity in Pokemon alone exhausts that possibility, especially since some are normally-inanimate objects.
