pretty sure fax machines are still popular in the west as well. I think legal offices love them for some backwards reason, also theres boomers out in rural areas who dont want to learn how to use a computer or smartphone and fax remains more convenient than snail mail. But yeah I did hear Japan still uses fax day to day, even regular businesses that have otherwise gotten with the times

They still use fax machines till this very day, apparently rising aging population in Japan has a harder time adjusting to new tech or they don't see any reason to abandon it thus there is still major support for obsolete technology across Japan.

They are probably using specialized software that wasn't updated to work on a newer OS.

The reasoning I got is its much easier to fax a 100 page document than it is to scan it, save it as a pdf, and then send it via email?

you can scan to email, skipping the manual process of saving a PDF. Its exactly the same amount of button presses and work to send a scan via email as it is to send a scan via fax
