It says she was placed in 8 different foster homes since 2016 despite the grandmother actively fighting to gain custody, so I'm curious what the reasoning was there as well

If she was placed with 8 different foster families despite the best efforts of the grandmother then it doesn't seem like the grandmother was a good fit either. In most cases, if the father is the more appropriate choice for a placement then the father should get custody. The article doesn't do much to suggest the court should have suspected the father was a poor fit other than a mention of there being abuse allegations. Were those allegations ever brought to the attention of the court, or was the grandmother talking shit about the dad and didn't bother to bring a case to suit? We just don't know.

My condolences go out to the daughter and the grandmother, but we've had this discussion a million times on here and people are usually advocating for fathers being able to take custody in these disputes. There is no crystal ball that can tell you that was going to result in the worst case scenario. Unless there are other details available, I don't see how this is a failing of CPS for trying to work with what it had. This is entirely on that piece of shit father.

I never understand why people say things like this but then don't explain it to me

I dont see what I got wrong. And there was a similar case like this once involving a little boy. They even made a netflix documentary about it. And I think people at CPS got in legal trouble over it. There is precedent for blaming CPS in these cases

Poor kid. What a tragic life she lived that was cut short from the man who was supposed to protect her. These stories just bum me out more and more as I get older.

The article brings up this;
Johnson said that the department is currently understaffed, underpaid and as a result is making more mistakes. Recently, reports surfaced about children having to sleep in hospital rooms because the department ran out of room for them. Before that, reports surfaced about children having to sleep in DCS offices and workers having to spend long hours with them.

It's not fair to directly blame a department that was likely barely holding on as is but yes these kids really need a lot more resources to help and protect them.

I worked as a CPS case manager for a couple years. There arent really enough details to say if anything could have been done better but generally placing a child out of state(ICPC) isnt done if a parent is actively trying to gain/regain custody since the child needs to be available for visitations and such.

Like I said, not enough details to know for sure. 8 placements in a case is a hell of a lot for a younger child though so sounds like the case was drawn out longer than it really should have been (the state I worked for tried to limit it to 18 months or less). So, theres the possibility the father wasnt really suitable to gain custody but the department failed to articulate and/or provide suitable evidence and documentation to convince the judge of that.
