It's possible but in Rugby there are different positions that require different skills.

It's very common to have little players next to Behemoths

Marcus Smith and Faf de Kler are two of the best players in the world right now and they are about 1 foot and 50 pounds smaller than the forwards.

You need guys who can run, guys who can kick, guys who can tackle, guys who are just raw power, guys who can carry, guys who can parry etc.

It's why Rugby is so great. It's much more of a TEAM sport than most ball sports. In soccerball or the NFL or Basketball, one star player can carry a whole team. Doesn't work that way in Rugby.
