1. Instead of other moderators voting on disputes, have others who have received moderations do the voting.
2. Moderators cannot moderate messages from any user they've been within 1000km of IRL in the last 24 hours. They must leave it for another mod to handle.
3. Add a quota requiring a certian percentage of moderations, to be of messages posted by moderators. This percentage will be equal to 80% of the moderator-to-user ratio of the site. This will apply both across the site as a whole, and to any individual board where at least three messages have been posted by a moderator in the last 14 days. (This may be the same moderator or different ones.)
4. Make Heartomaton shut the fuck up. Yay for riders!
5. Implement a limit (temporary) on how long someone may be a lead mod. Let's say that after two years as a lead mod (whether a single period or cumulatively), you can't be a lead mod for the next two years. The time for existing lead mods (except Error) would only begin counting when the rule comes into effect.
