(With some higher and lower limits allowed for areas with greater extremes/much higher/lower average temps because places like Alaska running on the same standards as say...Ohio or Texas would be shut down half the entire year. In addition infastructure and individual preparedness are higher in those areas)

There also should be legally required hazard pay if there are certain weather condtions and requirements to allow employees home for the day with pay if there is no AC/Heat when tempatures hit certain levels.

The governor can declare an emergency but I'm not 100% sure what that actually does.

There should be. A lot of small businesses do close down at least mainly cause its not worth the gas bill to stress out their furnace

Meanwhile all the corporations decide that staying open for 2 customers is cool even though revenue for the entire shift is less then a single employees pay for said shift.

I know it isn't closing down but in extreme heat and cold there are special laws that take effect like how long you can be outside or extra water breaks.

Back when I worked in retail, we had to shut down a store because it was 106F inside the building (AC was broken), and all the medicine had melted
