Probably. XIII and XV get the most hate and rightfully so though. Why do you think XIII hasn't been remastered yet?

2 had a lot of potential, like if certain things were stronger you'd be able to do a lot more in terms of playing the game in weird ways

13 sold well enough to get 2 sequels made for it so financially it was successful
and 13 is still better than FF2
i have issues with ff13 but i dont hate it
but ff2 is the one FF game i actually dislike
but im a giant FF fan so ive still beaten it 3 times

but its odd leveling system just didnt work out. i appreciate that it tried something new. it just didnt work much like nightmare on elm street part 2. at least it lead to the saga series

and like how i can appreciate how phantasy star 2 was the building blocks for phantasy star 4 i feel that FF2 was the base for FF4. but its still not good despite FF4 being amazing.

just awful dungeon design overall
but honestly if you have to play it id go with the psp version for its amazing graphics, or the pixel remaster for its QOL changes
