So why did they feel the need to give it Speed Boost

They should have gave it an ability so that the faster it is compared to the target, the harder it hits

Or make all it's attacks weaker but hits 3-5 times

Because it learns Swords Dance and Baton Pass by level up. It also gets Substitute, and Im pretty sure it gets Taunt as well

They should just make a baton pass Pokemon, that's just a relay racer.

Make it's ability make it it so that ifits switched out for any reason, it passes the stat changes too, or maybe just the beneficial ones
