I mean I'm already living in rural TN, which is one of the cheaper areas of the country and if I'm still here by retirement age, I'll have inherited a paid off house from my mom here.

Depends on your definition of developing. My wife and I are strongly considering a winter retirement home in Curaao down the line, but putting them on the same level as a Central American country seems like an obvious blurring of the lines. And that certainly wouldn't be less expensive.
