I would still say the poor because the whole "progressive" tax rate thing is just putting better optics for high earners. The wage gap shouldn't be that high to begin with.

The people who get screwed the most by taxes are the people who live just above the poverty line like 25k a year or something like that.

The taxes they have to pay basically push them back into poverty.

You're thinking of the ultra rich not paying taxes OP.

I make $400,000/yr and I watched almost half of that disappear to gov't. To a lot of people that probably seems like whining but when it's YOUR money getting taken away and redistributed you don't exactly feel happy about it.

You may pay basically nothing in federal income tax, and maybe get a refundable credit or something, but you just end up getting screwed by various local taxes.

Looks like it does. The top marginal income tax rate was not 29% in 2011. It was 35%.
