For example, there's tv, but there will be no lcds/2k/4k screens, there can be VCRs, but no DVDs, Blu-Rays, etc, there can be a computer, but no internet, there can be an internet, but no streaming, social media, etc, there can be PS1, N64, Saturn, but no 2, GC or Dreamcast. There be a PS3, but no 4/5, and so on. There can be portable phones, but no smart phones, or stop at a certain number? And you will have to live with that choice to the end.

I would cut off North Korea from developing more weapons

I would cut off technology when it gets to the point where humans are no longer threatened by anything and they end up being really dumb and self-indulgent :)

I would cut off technology when it gets to the point where everyone can alter themselves and their offspring to be as a perfect as possible :)
