In the end of Civil War, its revealed that Tony basically intentionally caused the disaster that killed hundreds of kids by enhancing the power of dangerous supervillains to create some kind of disaster to kick it off. IIRC the people that discovered this decided to bury it after he claimed it was going to happen eventually so he wanted to force it when he could respond. Zikten 01/14/23 12:44:42 AM #2:	I dont remember that part but, Tony wasn't the only villain in Civil War. Reed Richard's also was committing atrocities. He ran the prison in which all the breakers of the new law were sent. It was a super max prison located in a different dimension.
