That could be a great screwball. The director could be a porn director with dreams of making 1950s-style western movies that a shithead CIA agent is neighbors with, and you just make the entire movie like The Disaster Artist with terrible government oversight. The end could be a real triumphant moment where the director and his ragtag cast and crew finally get the tape out and everyone believes we've been to the moon, but it's all shattered when the porn director realizes he's never going to get credit for this and has to go back to filming porn.

The director should be a crazy visionary who demands authenticity (which is why he got thrown out of porn) and forced them to film the fake moon landing on location (the moon)
