Do we have a real source that Velma was not allowed to use Scooby Doo or is it an internet myth?
Because as the show is now, with two episodes left, we got Project Scoobi, a secret military project that allows you to keep brains alive outside the body and transplant them inside new bodies. This is the way to introduce a talking dog in the Velma universe, put a human brain in a dogs body.
It could also explain why the reviewers were not allowed to see the last two episodes, so they couldnt spoil the Fuck you, we got Scooby anyway! twist.
So whos brain will they use?
Velmas mother that just returned?
Scooby have always been closer to Shaggy, so it is most likely his girlfriend, Gigi. She will die in his arms and his grandmothers crazy science will preserve parts of her brain in a dogs body.
But who is the killer that have revived the Scoobi project?
Velmas lost mother, who hit her head and lost her memory many years ago, that started to read the Scoobi files and decided to restart the project?
Shaggys grandmother that escaped from the asylum? His mother? His father?
Velmas stepmother?
Freds brother that want to take over the family business by taking over Freds body? This is stupid enough to work.

The showrunner is the one who said they weren't allowed, but he of course framed it as being a good thing.
