By all metrics, both audiences and critics think it's bad, but by proclaiming so loudly that it's the worst show ever they actually drummed up interest in and made it one of HBO's most watched shows. No one watches shows that are just bad. You tell me something isn't good, I probably won't watch it. But if you tell me it's one of the worst shows ever? I'm interested. Hate-watching is a bad idea though. Continuing to place your hand on the hot stove will not warrant different results.
