Just gonna say it...Sojiro is a Pimp, and Leblanc is a front!

• Leblanc is averaging like 4 customers on a good day. How is he paying the bills? Granted you don't see his day customers at times.
• He keeps an extra cell, and doesn't like calling guys on it.
• Let a (what he believes) delinquent have access to his place of business, and entrust said delinquent to lock up when he needs to leave.

Taking the NEET issue into consideration how is he supporting them both?
