He used to work with Futaba's mother in the government. So assuming he's retired now, he's already set financially. The shop would just be a hobby in that case

This. Sojiro at the start of the has a total "I'm a big scary man" facade to try and keep Joker in line.

It's implied he has a good pension or some other payout from his work in the government, and had done put away besides. The cafe is basically his hobby shop dream, like the people that run game hobby shops or comic shops just for themselves mostly.
