Things like Wolverine regenerating from his skeleton or a drop of blood are mostly one offs and extreme outliers and not really consistent with how his healing factor is portrayed.

Deadpool's healing factor is generally stronger - to the point where someone was able to gather a bunch of parts he had lost at one point, enough to slap them all together and grow another Deadpool. Can't do that with Sniktbub.

He also regularly removes his own organs and donates them to hospitals.

Isn't Deadpool functionally immortal? I know Wolverine has had some crazy feats of healing but it's not really consistent like it is with Deadpool. I think when it's stated that Deadpool's healing factor is imperfect compared to Wolverine, it's more the fact that it A) made him insane and B) doesn't heal him fully. Wolverine looks normal after healing, whereas under Deadpools costume he looks like a guy who has continually suffered catastrophic injuries and just keeps patching himself back together.

In terms of the actual healing I think it's always been stated that it's far more powerful, but the trade-offs make it overall worse.

As far as ability I'm pretty sure Wolverine would win. At the end of the day they're both just really good fighters who can heal and Wolverine, by virtue of being over 100 years old, is one of the best fighters in the Marvel universe.
