Like if they get a full sleeve or a band. It would take more ink and more time since there's more area.

I've been meaning to ask my cousin but she might get pissed off

Good artists go by the hour. All of my work was $150/hr.

Apparently it's harder to tattoo someone who recently lost a lot of weight due to loose skin

This is irrelevant to quality

Doesn't work that way. More coverage area = more time = more ink. A tattoo artist isn't going to give the same price for a tattoo that is considerably larger, (like a back tattoo, or sleeve on a bigger person), than they would for the considerably smaller version.

Edit: Let me rephrase. Simply by the fact that a larger tattoo will take longer to complete, it's still going to cost more even if the artist sticks to a strict per hour rate.

Most artist will either charge by the hour or tell you straight up how much it costs. Some will just do a flat fee for a whole session but that is usually reserved for pieces that will require multiple sessions.
