I'm sitting out on my back patio and I can hear my neighbor's kid (who is next door but inside) just whining, crying, complaining non-stop. His older brother is totally chill, but the little brother is in a constant state of emotional shambles. The parents ignore him, which doesn't help.

The kid is like 5 years old. Maybe he has emotional issues, I don't know, but when I see them playing outside together, the older kid is nothing but nice, yet the younger one plays the victim constantly.

The mom almost let the kids outside, but decided it was "too hot" (it's 70 degrees).

I can still hear him, though. His voice is like nails on a chalkboard

Outcry him, show him who's the boss.

This is not normal behavior. There are kids all over the neighborhood, and every kid has meltdowns and bad days. That's fine. I'm saying that this kid is ALWAYS crying.

Next time you see the kid tell him every time he cries in his house that you can hear him and that you think its hilarious.

Nah, I'd rather shame the dad who just ignores the kid until he can't take it and then yells at him. Fine parenting happening over there.
