The character must have premiered in the year of the contest (2006), though there are exceptions. Characters who previously premiered in literature or comics are eligible based on their film/tv/game appearances. Characters who previously premiered in media appearances may be considered new if the interpretation of the character is new (ex. Gotham's "Batman" characters) but only that particular version of the character is eligible. Characters will typically go by their American release date (though it gets tricky in some cases; as long as they haven't been nominated in the previous years I'm not gonna fuss one way or the other). Yeah, those rules are always gonna have some detractors (and I'll admit that it's not a perfect rule) but we're [insert number] years in now so let's just roll with it. Each user gets 10 nominations every 24 hours.
