Did Garchomp actually get sabotaged or is this just because they made a new type that melts dragons?

Adding a new type that melts dragons *is* sabotage.

But yeah, it has been powercrept. It has had all of its strengths get outdone over time to the point that it just isn't that big of a deal. For instance, its 102 base speed was a huge deal when 100 speed was the "go to" for the non-speedy best stuffs back in Gen IV, but nowadays that isn't near as big of a deal. Similarly its enormous damage potential was relatively unique outside of Ubers, but as time has gone on they've added dozens of Pokemon that completely eclipse Garchomp for raw damage potential. Then the advent of Fairy is big not just for making throwing out Dragon moves less useful but because of making Steel a far better choice to have on your team. In addition this generation has arguably added the strongest line up of Steel options across the series as a general average.

Pretty much this. Losing Scale Shot and great tusk outlclassing it as an offensive/bulky ground doesn't help either.

Is Salamence still kicking?
Garchomp was great back then but Salamence was a fully realised enemy of the people.
