It actually is, amongst black people. Depending on usage it can be as benign as saying the words dude, brother, or friend. It can also be used to mean bitch or enemy. Regardless of how it's used, it's still a slur.

Also, it's been said multiple times that the insulting portion of that word is that it's being used to refer to male prostitutes. Presumably that portion of the insult doesn't exist in a vacuum. So is the insult that someone is a male prostitute that services women or is someone supposed to be insulted because they have sex with men for money?
