Yes, they do.
Because historically if you weren't white, you were treated terribly, so there are programs here that help minorities get into college because they otherwise would have a much more difficult time getting in than white people.

Why is this based on race instead of say economic situation?

In UK for example I believe that students from poorly rated schools face lower grade requirements at universities because it's thought getting say a B at a shit school is a better achievement than getting an A at a top school. This seems like a better system than basing it entirely on race.

Because the U.S is 100 years(maybe more) behind on societal progress. Also U.S hates you if you're poor.

Although, ironically it was Asians in this case that were getting discriminated against when it came to admissions

Yeah affirmative action was starting to screw over Asians more than white people. My brother's old high school (exclusively for high performing students) kept getting harder and harder for Asian kids to get accepted to, and parents were getting pissed.
