I mean, there's a major war / invasion going on.
You need a centralized control and a strong leader to take command and make decisions, not let it sit in a committee for a month.

Not the best form of government in the peacetime, but they're not in peacetime.

And, yes, a horrible leader can lead to horrid results.

Judging by the results so far (and that's really the only thing that matters at this point), Ukraine lucked out and got one of the best leader for the job.
