Oof, tough question... noted for paldea because the open world design doesn't work without level scaling. You need to look at a guide if you want to see the literal hoops you need to jump through just to stay remotely engaged there.

As for the topic itself, I dont have a most hated region (and Ive only played gens 1-3 and ORAS anyway) but my favourite is probably Johto.

Galar was pretty bad, at least before the DLC. It's extremely linear with no secret passages or anything to explore, very fewe if any dungeons (which are also hallways), and the Wild Area is nothing more than a proof-of-concept with strange weather mechanics and Pokemon strewn around haphazardly.

Of the one's I played Alola. The routes were linear and lacked exploration and the golf resort being on the map but completely unused just felt like the game was taunting you.

This. Hoenn has one of if not the most interesting and diverse worldspaces in the franchise; but like you said, too many people will let their opinions be influenced by the water memes.

Home and Sinnoh are my two favorite regions. Big areas and lots of cool biodiversity.

Kanto and Unova right below them.

Johto: Small and not that memorable. I guess if you like lots of caves and side areas there's plenty of that but there's a region its always partnered with Kanto.

Paldea: Cool concept but held back by poor graphics and sluggish engine. Has potential to be top tier with a proper engine.

The others, mediocre

The map design is specially warranted because half of the map was made by Groudon and the rest by Kyogre. Stock up on repels and go explore! I adored diving and surfing on end, seeing swimmers way past islands and towns made the world seem so much bigger and alive.

Of what I've played, and despite loving the games, I have to say Johto. This stems largely from the internal level curve and how too many of the new pokes were either in Kanto or locked behind pokegear phone calls.

Sootopolis is pretty distinct with its secluded location inside a once active volcano. Fortree city also have its rustic and unique charm too it with most of the buildings blends it with the nature. Slateford is great for bustling sea city in contrast with a much calmer tones of Dewford city. How can u forget the mirage island and sand towers that occasionally appear which that mystical touch to the region.

Galar is such a boring region with almost no exploration to speak of outside of the janky Wild Area and the DLC. Every other region has more places to explore off the beaten path or at least has a unique setting that makes it feel different from the other regions, but Galar is the only region that has neither.
