It's not a temperature I'd ever want to see it hit in normal usage, but it's safe. Is there another game you can try that's going to be similar in CPU usage? Maybe one of the newer AssCreed games or The Witcher 3? Maybe Hitman 3? Even if the game is garbage, it shouldn't be causing you to hit temps that high. The old paste was still wet and fresh looking but idk maybe they used cheap paste. It's still higher in this game than anything else I tried, but staying in the mid to upper 70s for the most part. I tried lowering resolution, graphics settings, it made no difference to CPU temp. GPU is staying low 60s. You'd think a 10th gen i9 would be more than enough to handle this game. It's doing ok enough though. No crashing.
