I only put 5 names as those were realistically the only ones with a shot of winning unless you want to go for a meme answer like Mr. Satan winning.

Had the tournament not been stopped, who would have ended up winning? Obviously, Android 18 is pretty outclassed by the Saiyans at this point if they go SSJ (in Cell-arc, any SSJ1 transformation post-training was enough to beat semi-perfect cell, which could beat the Androids), but they made a handshake agreement to fight in base form, which obviously limits their power significantly.

In my opinion, the winner would most likely be (incoming boring answer) Goku. Here's why I think the others would lose out:
  • Others - No one would stand a chance whether it be Krillin/Videl. Mr. Satan might be able to bribe his way out of a few fights, but against a prideful character like Vegeta, or someone who would want to have a good fight like Goku (Goku and Satan did not developed a friendship yet), this strategy would have failed eventually.
  • Gohan - Unfortunately, this is right before he gets his Ultimate Gohan form, which would have wiped the floor out of anyone else immediately considering that is just his base form afterwards. Before that, though, Gohan was a rusty-fighter, somehow weaker than what he was as a "teen" and losing out on what made him special as a SSJ2 warrior. Base Gohan at this point would not have had anything special to overcome the more experienced Vegeta, powerful Piccolo/Android 18, or the tricky Goku.
  • Vegeta - The problem with Vegeta is that the power discrepancy between base saiyans and SSJ are large. In base form, Vegeta would have been behind the others, and without any tricks to make up the difference like Goku. The only counter to this is if he renegades on his word and goes super saiyan when he realizes this fact (but then that would open the door for Goku and Gohan to go SSJ, and without Vegeta's majin form, it's not going to end pretty for him).
  • Android 18 - Assuming she does not take the bribe money, she is a heavy favorite to win and depending on the day, I do think she would be the winner. My biggest issue is I don't know if the discrepancy between her and Base Goku would be enough for one thing when Goku uses his tricks to overcome this difference (who has been training for 7 years still at this point). Not to mention, Piccolo was evenly-matched with Android 17 (who I assume is on par with 18 at this point in the story), and Piccolo would have only kept up his dedication in the years following. The thing about Android 18 is it's really hard to pin her exact power down.
At this point, it's Goku vs Piccolo and the reason why I have Goku over Piccolo is that Goku still has one thing going for him, and that's Instant Transmission and Kaio-ken. Goku's base would have been significantly stronger after his years of training (he was able to achieve mastery of the saiyan forms to become SSJ3 at this point after all), and if Goku could go x20 back in the Frieza days, there's always the possibility he could go even further beyond nowadays. This ability allows him to make up for the SSJ difference, and his wealth of techniques would help him prevail.

Goku, because in the end Goku always wins, even taking into account that they agreed the saiyans would not go SS. The only way he could win is if he would lose on purpose.

Also, assuming the roster doesn't change, Piccolo would still withdraw from his match against Supreme Kai.

I think Piccolo would take it. 18 had been house-wifed by this point, so I doubt she'd have gotten much stronger, and the base form saiyan's are no match for her or Piccolo.

Kaioshin thought Frieza was a threat. Dunno why Piccolo threw that match. Both him and 18 would be strong enough to make Frieza their playthings. Maybe the saiyans in base would have a hard time.

He also said he could beat Freeza with a single punch. Freeza is always a threat, but not one to Kaioshin.

Im not going to pretend that I know the specifics of Kaioshins power, because its never stated. We know he could beat Freeza with a single punch (all of the Saiyans, Piccolo, and Androids could at this point), that he could restrain SSJ2 Gohan, and he could take damage from Buu without immediately dying. He also was the lone survivor of the war against Buu a long time ago. Thats it. We dont know exactly what he could do. But based on what he has done, my guess is on him. And that is all that any of us are doing here guessing.

Piccolo > 18 > Goku > Vegeta> Gohan

That's assuming the Saiyans use their base form.

Piccolo was already matching 17 back in the Cell Saga, he then went into the RoSaT again and was training during the downperiod.

18 is obviously stronger than base Saiyans

Vegeta states he needed the Majin boost to match Goku, I presume that would carry over to base form.

Vegeta is also very confident about facing Gohan and in Gohan's fight vs Dabura, Vegeta insults how much he's rusted and states that he should've been a lot more comfortable against Dabura.

Kaioshin is a scrub who was worried by Pui Pui, who Vegeta murderstomped in base. At the very best he'd have a shot vs Gohan but I doubt even that

Kaioshin was someone I considered, but a part of me feels that without Buu being a factor, they wouldn't have joined. Additionally, I also thought they were significantly weaker than the Z Fighters for some reasons, but I'm very shaky on the details as it has been years.
