Like, bombs that cover the same area as a nuke but instead of destroying and killing they just get everyone ridiculously high for a few days so they can't fight.

I think chemical warfare is frowned upon.

chemical weapons are often called weapons of mass destruction because they don't target enemy combatants precisely, and cause a lot of collateral damage to innocent civilians

additionally, most chemical weapons cause long-term damage to the targets for years, or even for the rest of their lives, whereas a bullet wound can heal within months. It's like landmines. If you plant a landmine, then the war ends within a year, that landmine can still kill an innocent person 25 years later

That's what's so great about it; friendly fire will also not directly kill anyone (though if the Russians are coming and our troops are all high it could be a problem...)

Because it wouldn't work well, the wind will displace the gas produced by that weed nuke somewhere else.
Or probably rain or other weather elements may weaken it's effect and thus affecting a lesser amount of people(s) if any.

Either that or there's always the potential for it be a dud and never going off because the mechanics of making a weed nuke simply doesn't work on a technical level. Or if it does hold the potential to go off it may go off prematurely and explode(?) in mid air therefore never reaching it's intended target... Well maybe not true unless there was rain or something...
