Skimmed the site just to see if I could find a Sega Game Gear without selling a leg and there's like 40 of the thing for under $50 but they don't work. Why would Ebay allow someone to sell a video game console thats not operational it seems like a scam.

It's only a scam if they lie about whether it works or not. You seem to know they don't work, this leads me to believe they advertise it as such. So, not a scam.
There are people who know how to fix things. They like to fix things that are no longer being made and resell them to people who want this discontinued item that is now in short supply. --- "You know, it's not a bad name really, you know? As long as they make it clear in the listing that it's nonworking then it's fine.
