Welcome to the 2023 edition of Most Evil Fictional Character, a single-elimination tournament to determine the most evil fictional character of all time!

-First and foremost, YOU MUST BOLD YOUR VOTE FOR IT TO COUNT. The reason for this is that these topics encourage a lot of discussion and debate, and it helps me to distinguish a vote from simple discussion if all votes are bolded. So, I state again, ALL VOTES MUST BE BOLDED FOR THEM TO COUNT. I reserve the right to be lenient in early topics if people just aren't getting it, but for the most part, IF YOUR VOTE ISN'T BOLDED, IT WON'T COUNT.

-You must vote for which of the two characters you honestly believe to be the more evil of the two. You can determine this via any method you like, use your own morals and judgement, read all the arguments made to determine your choice, or however you choose to make your pick, but you must only vote for the one you truly believe is the most evil. This isn't a death battle, or a popularity contest. You're voting ONLY for the most evil character out of the two choices presented.

-While on that subject, remember that because this isn't a death battle or a fighting tournament, do your absolute best to consider the two characters as if their power levels were equal (either the weaker character brought up to the level of the strongest, or vice versa, or both if you want to consider both possibilities). Therefore, just because, for example, one of the characters blew up a planet and the other one merely kicked a puppy, doesn't necessarily mean the planet killer is more evil than the puppy kicker. Consider the characters as if they have the exact same capabilities and what they might do in that scenario.

-You can make any arguments, debates, etc. you want in this topic. Discussion is STRONGLY encouraged, a fun debate about which of the two characters is most evil is exactly what these topics are for. Just don't make it personal, no insults or flaming, keep things civil even if you disagree. Also, no vote rallying, if you want to encourage people to vote for your character you need to at least make some semblance of an argument as to why, even if it's just "Character X did (really dastardly thing), I can't believe no one's voting for them!"

THE HIGH EVOLUTIONARY

The High Evolutionary is the primary antagonist of Guardians Of The Galaxy Vol. 3.

The High Evolutionary is a geneticist who sought to create a perfect species out of what he viewed as lower life forms, and build his own utopia. Founding his own research company OrgoCorp as a front for his genetic engineering experiments, he was responsible for the creation of numerous lifeforms across the galaxy. With the intent to form a flawless civilization evolved from animals for Counter-Earth, High Evolutionary abducted and illegally evolved creatures such as Rocket Raccoon through bionic means. High Evolutionary is horrifyingly sadistic, as he experimented on many animals in order to turn them into obedient and "perfect" species, and whenever things don't go according to plan, he not only has them incinerated, but also repeatedly destroyed the entire Counter-Earth as a means of starting over again. He had absolutely no compassion for the lifeforms he created and had no problem with killing them if they didn't meet up to his expectations, such as killing Lylla, Floor, and Teefs, and when Rocket cried out in grief afterward, he mocked Rocket to his face. He also killed the inhabitants of Counter-Earth without a second thought, and had no qualms about committing multiple genocides every time his "perfect" society didn't meet his expectations. He merely saw his creations as nothing other than steps towards creating the perfect society. His experiments were so ghastly that Nebula (who was literally torn apart and put back together while fully awake and aware) considered him to be worse than Thanos, on the basis of what was done to Rocket alone. High Evolutionary lacked any form of morality toward the species he uplifted and is extremely condescending towards his creations, using codes to name his creations and not giving them a proper name, showing that he doesnt see them as a true life form but just an experiment that can be discarded. He cruelly tortured Adam Warlock to submission and threatened Ayesha to hunt down Rocket Raccoon with the destruction of the entire Sovereign race.

CIOCCOLATA

Cioccolata is an antagonist from the anime and manga Jojo's Bizarre Adventure, and the Playstation 2 game GioGio's Bizarre Adventure.

According to Diavolo, Cioccolata was a former surgeon dismissed from his hospital for a medical accident two years before the start of Vento Aureo. There are four cases in which Cioccolata misdiagnosed people to perform surgery on them.Two years before the events of Vento Aureo, Cioccolata killed one of his patients. He was caught and sacked, but his deliberate murder was nonetheless mistaken as an accident. The anime version shows that the patient has had his stomach cut open and his innards played with by Cioccolata. He would sometimes limit their anesthetics so the patients would regain consciousness mid-operation, allowing him to delight in the patient's suffering and death. Cioccolata is a skilled, manipulative sadist. Cioccolata is extremely cruel, aside from killing patients and emotionally abusing elders into committing suicide. The addition of his stand, Green Day, highlights his callous nature--infecting anybody with its remorseless, flesh-eating mold. Even Diavolo is reluctant to dispatch him to get rid of Bucciarati's group and is considered a monster by members of Passione. Cioccolata is driven by his morbid curiosity, insisting on recording every death he witnesses and enjoying every single moment, as he claims these are for his own personal progress as a surgeon. His sadism gives him enough ruthlessness to even endanger Giorno and Mista. Cioccolata is also prone to gloating, presenting his philosophy of one's own progress at the first opportunity and expressing his enjoyment at others' suffering loudly.

I feel like some people are gonna be like "Well the High Evolutionary killed billions of people by destroying planets" and let me tell you that if Cioccolata had the means and a way to watch/record every single person's reaction on the planet to their world being completely torn asunder he 100% would have.

Cioccolata

Cioccolata is just a bad match-up for the High Evolutionary because they do similar horrible stuff, but the High Evolutionary is actually trying to achieve something while Cioccolata is just doing it for fun and to see if he can. The big thing the High Evolutionary has going for him is destroying Counter Earth, but Cioccolata absolutely would do that given the opportunity. In fact, when he releases his stand in Rome its made very clear that if he isnt stopped hed kill all 3 million people in the city at the time. To the point where even Diavolo, a very evil character who gets children addicted to drugs and kept his mother with her mouth sewn shut under his floorboards goes ah I should kill this guy. Overall easily the most evil JJBA character.

As said, High Evolutionary actually has a goal in trying to do something he views as 'good' (ie 'perfect the universe'). He is just a completely amoral detached asshole about it

Cioccolata is just a disgusting piece of shit that gets jollies out of causing suffering to helpless people to the point even the main bad guy of that part went "Yeah, this guy's gotta fucking go."

Cioccolata is the recipient of the 7 Page MUDAMUDAMUDA. I believe the theory that Fugo was originally meant to get the 7 Page MUDAMUDAMUDA because he would have been a spy for Diavolo and Giorno would have been so upset at his friend's betrayal that he loses control and absolutely wails on him. Instead of that, Giorno wrecks Cioccolata because he's just that much of an evil scumbag.

The High Evolutionary

First off, the belief that one's own actions are virtuous does not make a person any less evil.
These are actually very similar characters other than the outward way they express their evil. The tipping point for High Evolutionary is he cannot lay claim to insanity or other mental issues as an excuse for his actions. He is calm, intelligent and rational. He fully understands exactly what he is doing yet still chooses to do it regardless.

Also I do not think Cioccolata would blow up a whole planet. Not because of any moral compunctions, but rather it being boring and impersonal to not be able to see them die up close.

The write-up only touches upon the movie version but his actions in the comics are even more disgusting and cruel.

High Evolutionary has no regards for anyone. I'm not too familiar with Jojo, but Cioccolata at least seems to have some affection for Secco (as depraved as he too, may be). On the other hand, Rocket helps High Evolutionary with his problem and he still plans on discarding him, only wanting to study his brain. He has no loyalty nor compassion for anyone or anything. Only his desires to reach what he considers 'perfection'. And he never considers he might be part of the problem. So I'm going HE here, but I'm more than willing to be convinced otherwise, as I said I'm unfamiliar with Jojo and I might be interpreting things wrong. Both seem similar levels of evil otherwise, willing to commit genocide, performing horrible experiments.

On Secco this is somebody that he experimented on until his mind broke, made totally dependent on him, then entered into a deeply problematic relationship with, theres clearly no affection there. Its very much like with Rocket.

I think the intentions is where the line is draw between the two. The High Evolutionary technically has good intentions. Incredibly fucked up and deranged, only good in his mind intentions, but still good intentions (This might be different in the comics of course.) Cioccolata has absolutely no good intentions to anything he does, he just wants to watch people suffer.

Yeah the thing with the High Evolutionary is not that he doesnt view himself as evil so much as he is in theory trying to reach a noble goal that would benefit others. Of course his methods are horrific and his commitment to that is not exactly iron clad, but with Cioccolata its pure selfish excitement and sadism.

Though I'd probably swing votes if I knew anything about the comics version of the HE.

Given that we are to consider this as if they were of equal power levels, I don't think that Cioccolata would have even had a planet to blow up. If he had gotten to the point where he could create life like HE does, I think instead of letting them form a society he would've made them have a life of perpetual suffering.

I think I have to lean Cioccolata but it's very very close
