Unless the stated requirements and compensation for the job is to give it their all, yes, it is wrong to expect that.

You can expect people to do what they need to do and, to some extent, what they are asked to do if the ask is reasonable.

I think that's a phrase I only hear during interviews and many times when I hear it I just assume they're bs'ing. With that said, there are some jobs, most in the creative/entertainment side, where I can see that phrase being true. Otherwise, just work to live.
