Do you think Black September and the Lebanese Civil War have a part to play in it? If I'm to understand, the PLO is the official representative of the State of Palestine.

So are surrounding countries afraid to take in a large amount of Palestinian refugees due to fear of militant factions rising and openly engaging in acts of violence/terrorism?
