...and 60 days later they changed the policy to a 30 day window, does the company still have to honor the original policy and allow a return?

I would say yes because the return policy stands as a contract the company made with you when you paid them at the time of purchase. It has to be upheld unless there was some provision in the return policy that you accepted with your purchase that says the terms are not binding.

Also this seems like a situation that is highly subject to discretion. If you explicitly point out that the return policy changed since your purchase I could see a business honoring it regardless just to stay on good terms. Seems like they have more to lose here than you do by not playing ball.
