After you finish the annual phishing/scam training your email gets tagged and you get sent fake scam emails. You're suppose to recognize them and report/block them. If you fuck up and click any links you get follow up training and maybe an IT guy will wobble up from their cave and chastise you.

That just means people keep failing. Your company is probably going to get a security audit in the near future and a high rating will legitimately open doors that your company won't have access to otherwise.
