Letting the shield protect them will just make them do it more.
If its useless they will stop using them.

Since the topic of Hamas is involved though, they won't stop regardless because every shot shield gives them propaganda too. But not shooting them through the shield just lets them do what they want too, and if the shield is a captured hostage or something they are going to die anyway.

So basically, the answer is that if you are a shield you are screwed.

I think I did that in Mass Effect 2 once, during Thane's loyalty mission? You can shoot the hostage his kid is holding, pretty funny.

Ideally, no.

But, in reality, if a human shield is killed while the military or police are attempting to eliminate the hostage taker before said hostage taker kills other people, then the death of the hostage is ultimately the fault of the hostage taker.

Yeah doing basic for the prison we where told that if we are taken as a hostage we are fucked cause the security of the prison is more important

Hell they said if for some bizzare reason the president was present and got taken hostage he's fucked too.

Basically the idea is if inmates know we won't surrender over a hostage they are less likely to try that tactic
