There was very little litter and vandalism Except on specific spot which had a sign that said something along the lines of "Absolutely NO littering! By order of the X local government!" That was always buried in 3 feet of trash and surrounded by obscene junk. The sign was frequently graffitied, or dented or knocked down but always came back. I always wondered if that was actually genius reverse psychology and the local government did that intentionally just move all the trash to 1 localized,easy to clean area.
