A lot can. It's a game by game basis. Best do your research. For example, Texas Chainsaw Massacre is not cross-generational cross-play. Almost had my friend get it on PS4 which would have screwed us. I'm not sure how this is explicitly Sony's fault for Lord's of the Fallen.

Some games work across them all, but Sony has had a ton of push back about cross play with Xbox, and a lot of games don't as a result.

Even if PCs are cheaper for console quality, its a hassle myself and likely many more don't want to bother with. I don't want to worry about specs or what this part does vs this part. I just buy a box that some really smart engineers made and it plays games without me having to fiddle with anything.
