Something like Super Robot Wars, a basic trpg with a focus on the power fantasy of demolishing tons of weak enemies, and over the top attack animations. But the roster and plot would pull mainly from Dragonball, One Piece, Naruto, Bleach, etc.

Absolutely. Actually a Naruto SRPG would be fitting if it wa smore like Tactics Ogre and focused on the more gritty aspects of the setting.
