I guess they could just be bots, sure, however whenever I see comments trying to justify/defend either or both, their pictures almost always looks like they come from some Asiatic country. I've also seen African sounding names with accompanying profile pictures doing similar. I guess it makes sense, they're a lot closer to Russia and so their economies often rely on Russian exports, such as fertilizer.
