It increases the damage of Electric moves by 1.5 for every charge you make, as well as a 1 stage boost to Special Defense. Can I make this a makeshift defensive move on a Pokemon with no Electric attacks?

If you're using it just for a Special Defense boost, you're better off using Light Screen.

it's fine in game. Just not for PVP.

Not worth using it on non electric types.

Yes, but not here. Calm Mind does the same and it becomes really apparent after playing with it for any length of time that some Pokemon get "bizarrely" tanky after just a single use. A good example is Reuniclus, whose high natural HP makes the first Calm Mind actually pretty problematic for the opponent if they don't have something physical to take it down.

For obvious reasons, however, Calm Mind is useful in this scenario because it also hits the SAtk side of things. If it was just SDef then it would still be utterly useless as just making Reuniclus more bulky isn't going to actually help things overall.
