Either way, yes. Comments are engagement, which will lead to more clicks and views. Only if the news outlet in question is willing to moderate bigotry and misinformation in the comments. Unfortunately most don't have time to devote to it so it's more efficient to lock comments.

Yes, because of the first amendment. That only applies to the government protecting your right to free speech.
