In Super its only permanent if theres a supreme kai involved in the fusion. Otherwise the time limit is one hour*

*Though like the dance, it expires early if too much power is used.

iirc it was said by the elder kai to be permanent when shin and kibito fused initially. so, goku and co were under the impression that it'd be permanent for them.

when absorbed by buu, I think the chalk it up to buu being a semi-magical being that the fusion was undone.

then in super, during the goku black arc, they gave it a time limit for mortals. I think it works similar to when Goku came back to earth in the buu saga, where the time limit decreases depending on how much power the fusion outputs throughout the fight.
so a stronger fusion will last less time than a weaker one.

It was retconned, or explained I guess, in Super that it's only permanent for gods. Mortals have a time limit.
