The "Eddie the Eagle" rule is such an example (the IOC mandated after Michael "Eddie the Eagle" Edwards competed in the 1988 Winter Olympics ski jump events that any potential Olympic competitor demonstrate a top 30 percent competitive ranking internationally prior to entry due to how unbelievably bad Edwards performed in the events he entered as someone with little competitive experience as a ski jumper).

It's not really a matter of fairness. It's a matter of revenue.
