I'll start with a hypothetical:

You have two people, both 18 years old, both committing the same crime(manslaughter as the example). The first person was born in the US, used US resources, & goes to prison for their crime at 18. The second person grew up to 18 in another country(doesn't matter which one), then immigrated to the US & committed the act before going to prison for the same crime. Which person can be perceived to have cost the US more before/during imprisonment?

Could it be argued to people that oppose diverse workforces, immigrants to be allowed to legally immigrate, or encouraging people to grow up in the US from Dreamers & such that US citizens on average in such cases, actually cost the government & the system more money than people who moved to the US but weren't born here?

It's not being convinced of a new political ideology, immigrants are not an "ideology", it's a classification of people. A hypothetical is creating a closed circuit, & asking people to give their interpretation of the hypothetical & what the solution or 'correct' answer is

So then it would also still not be an ideology, it would be a single political position, or a classification of person. No one has "Immigrant" as a personal political ideology.

"A set of doctrines or beliefs that are shared by the members of a social group or that form the basis of a political, economic, or other system." No one has "pro immigrant" or "anti immigrant" as a single political ideology with nothing else alongside it, that can't exist.
