I knew a boss in a different department thst would always try and get her employees to cash out the pto instead. "Don't you want more money in your check? plus you have to use it or lose it! Might as well get paid!"

I would always tell her employees "wouldn't you rather get paid AND not br at work"
She hated me.

No reasonable boss would be annoyed, but theres plenty who arent reasonable.

I had one before that turned down every application I made to use my holiday, simply because she didnt want to arrange cover for me.

In the end I took the leave without her permission, triggering an investigation which ended in her having a disciplinary hearing when it transpired that nobody in her department ever got leave approved.

Ohio is at-will. They can fire you for almost anything. You're not entitled to PTO here either. They can fire you and give you nothing.

Back when I was a manager (never again!) I would encourage my team to use their pto when they wanted. The only exception was black out days. I had 2 guys from the Phillipines who would want to go back for a month but we had a stupid policy of not being allowed more than 2 weeks gone at a time. I told them them to go ahead. It's not like the nimrods upstairs would even notice you're gone.

I live in a country where it's completely normal and even expected you take leave.

The bosses still don't like it and always ask if you can put it off. It's never a "good time" for them.
