Ill never forget watching when Fox News aired a live chase where the guy killed himself on live tv as Shepard Smith is yelling at the network to cut the feed because it was clear thats what the guy was going to do. Then apologized when they came back from break.

Apparently street cars nowadays are faster than helicopters (or at least high end ones), on top of a bunch of buildings in major cities makes it hard for helicopters to to reliably catch up to the felons. Then you have regulations in place that limits any police officer from pursing their suspect all in the name of safety if someone is deemed to reckless at high speeds where people may be in danger. Sometimes even the weather can play a huge role too, extremely foggy weather severely impedes their tracking capabilities, combine everything that was mentioned and theyre for sure gonna find a way to get away also sometimes the person theyre chasing uses some good strategies to confuse the police/news anchors (as they also can help police) by ditching their cars in strategic location like under a bridge where theres a hidden sewer system/ladder that leads to a building complex or a area where theres a bunch of people, sure the police spotted the car but because of poor visibility its usually hard to get a good description based off the footage seen in a car chase (lighting, window darkness plays role in identifying a person).

but yeah it just depends on circumstances, the competence of the felon and the weather/time of day. or most importantly all it takes is just one fuck up to make things go awry which could heavily lead to the felons or polices favor

^most felons push the car they stole beyond its technical limits and thats where they really fuck up and have no chance of escaping or perhaps endangering their own lives in the process
