Presumably because that's the seat of leadership, not because it's the most iconic monument

see i'll accept the statue as an argument but not because of movies, but more of a legacy difference. i think if you look at movies, games, or just general pop culture of the past 30-40 years it's going to be a lot more white house representation over the statue, which would dominate pre 1990. largely because we shut down the immigration area, we shut down the tours inside the statue, but the white house remains as, well, the white house.

or to put a different way:

if you think AMERICA FUCK YEAH

it's not a green lady holding a torch, it's an eagle, a flag, maybe some guns, and if there's any structure it's the White House.

America became the symbol of power post cold war so you can say it's the seat of leadership but said seat is "leader of the free world" and "most powerful country in the world." so any movie talking of destroying or invading America will need to destroy the White House; any spy movie that talks about America security will need to talk about and/or include the White House; any movie or show about leaders of the world will need to feature the White House - especially something like West Wing which literally takes place in it. then you get into jokes and parodies (e.g., South Park) and those all will again be the White House. especially post Trump for that aspect. we can also go a step further into real world scandals where it's regularly been brought up between Clinton, Bush/Chaney, and Trump.

you just don't get that with the Statue of Liberty. you'll get shots of it or its destruction (especially if you need to destroy NYC for some reason or another) but it's more in passing and a much smaller deal than the capital being destroyed or brought up in shots. i don't see it as often or as relevant in most of what's consumed and for better or worse it's a consumer heavy world.
