No one gets offended until a sign is used to convey an offensive meaning.

Meaning isn't 'fixed'. It's dependent on intention and context.

Yeah, it's this. Also like when people used to respond "Cool story bro."

If you respond to a long message or post with that, and only that, it can sound like you're being dismissive / passive aggressive. But just using the emoji isn't automatically offensive.
