Casual reminder that US Congress passed a law in 1995 saying that they were going to do all of that and then a special 6-month waiver was signed by the president, and every president since, every 6 months to delay the enactment. Even Trump sign the waiver until the Senate voted 90 to 0 to recognize the act, and then only after that was the embassy moved.
